Well, that can happen in this day and age but in some countries they do not like Night Vision Goggles at all. Actually, some countries do consider them as dangerous as owning a firearm. For example there was this lady that is from Singapore who just bought a pair of them for around $950 on the web. They arrived in one piece at her front door and customs did not open the package at all.
Technically, customs should have seized them and then determined if they were military grade or not. Since they were not, she would have been able to keep them. But since Singapore is very strict about such devices and several other countries as well then it is wise to just not buy them to keep yourself out of trouble.
